To aid the rapid expansion of the Empire, all known worlds are classified based on their progress towards becoming a True Imperial world.

Safest and most prosperous worlds are named the Imperial Core (in Imperial Care). They enjoy visits from the Imperial Palace-class vessels and the ability to vote in the Imperial council.

Border worlds are the exemplars of Imperial might. Even in stable regions, such as the Empire-Io neutral zone, fortress worlds are needed to protect citizenry from unexpected attacks and pirate raids. Recently annexed worlds are under martial law and are often under the command of a noble navy officer. After several generations, local noble houses may be integrated into the power holding houses of the Empire.

Unrecognized worlds are claimed for the Empress, but are yet to be subjugated. Such worlds include: rebellious noble houses, who will answer for their betrayal; frontier worlds, too far and too barren for the citizenry to settle; isolated communes, which are doomed to failure. Soon the Empress will save these poor worlds from their incompetence.
